Complete PDE User Workflow

This guide walks you through every stage of the Procuring & Disposal Entity (PDE) user workflow — from APDP submission and process creation to bid evaluation and team management. Follow each phase in order.

Phase 1 3 steps

Authentication & Access

Log in to the PDE portal to manage your entity's procurement activities.

Navigate to PDE Portal

Visit the PDE portal URL and click "Login" to access the authentication page.

Enter Credentials

Provide your registered email and password. First-time users must reset their password.

Dashboard Overview

After login, you'll see the PDE dashboard with an overview of active procurements, deadlines, and quick links to key functions.

Phase 2 4 steps

APDP Submission

Submit your entity's Annual Procurement & Disposal Plan for the active cycle.

Single Entry

Navigate to APDP → Single Entry. Fill in the plan details including subject, description, process type, procurement method, estimated cost, and select the appropriate business sector/subsector.

View APDP List

Navigate to APDP → APDP List to see all your submitted plans along with their review status (pending, approved, or rejected).

Batch Upload

Use the Batch Upload feature to submit multiple APDP entries at once via a spreadsheet upload.

Await Approval

After submission, the admin will review your plan. Once approved, you can proceed to create procurement processes from these plan entries.

Phase 3 4 steps

Process Creation

Create a procurement process from an approved APDP entry.

Select Approved APDP

Navigate to Processes → Create Process. You'll see a list of your approved APDP entries. Select the one you want to create a process for.

Configure Process

Fill in procurement details: disposal type, procurement type, commencement date, advertisement notice, procurement technique, number of submissions, bid security, currency, and submission/opening dates.

Set Dates & Deadlines

Configure bid submission start/end dates, clarification request deadline, and bid opening date and location.

Publish Process

Save the process. It becomes visible to vendors who can then view the opportunity and submit bids.

Phase 4 4 steps

Evaluation Criteria Setup

Define the criteria that will be used to evaluate vendor bids across three stages.

Preliminary Criteria

In the Process List, click the notebook icon. Define preliminary evaluation criteria such as compliance with submission requirements, document completeness, and eligibility checks.

Technical Criteria

Set technical evaluation criteria including relevant experience, technical approach, key personnel qualifications, and methodology. Assign a weight/score to each criterion.

Financial Criteria

Configure financial evaluation criteria including pricing structure, cost breakdown, and financial feasibility. Set the evaluation methodology (e.g., lowest price, quality-cost ratio).

Save & Finalize

Save each criteria set. Once finalized, evaluators can use these criteria when assessing vendor bids.

Phase 5 3 steps

Process Associate Assignment

Assign PDE users as evaluators and associates to the procurement process.

Add Associates

From the Process List, click the shield-user icon. Select PDE users to assign as process associates/evaluators.

Define Roles

Assign specific roles to each associate (e.g., evaluation chairperson, technical evaluator, financial evaluator).

Confirm Assignments

Review and save the assignments. Associates will now have access to evaluate bids for this process.

Phase 6 5 steps

Bid Evaluation

Evaluate vendor bids through three sequential stages using the predefined criteria.

View Submitted Bids

Navigate to Processes → Bid Evaluation. See all vendors who have submitted bids for each process.

Preliminary Evaluation

Review each vendor against the preliminary criteria. Mark pass/fail for each criterion. Only vendors who pass all preliminary checks proceed to technical evaluation.

Technical Evaluation

Score each vendor against the technical criteria. The system auto-calculates weighted scores. Vendors meeting the minimum technical threshold proceed to financial evaluation.

Financial Evaluation

Review and score financial bids. The system combines technical and financial scores based on the configured methodology to determine the winning bid.

5

Submit Evaluation

Submit the completed evaluation for each stage. The results are recorded and can be reviewed by the admin for contract award.

Phase 7 3 steps

Team Management

Manage your PDE's team members — add, edit, or remove child PDE users.

View My Team

Navigate to Child PDE → My Team to see all users associated with your PDE.

Add Team Members

Click "Add Member" to create a new PDE user. Fill in their name, email, phone, designation, and department.

Edit / Remove

Edit existing team member details or remove members who no longer need access.

💡 PDE User Tips

  • Ensure your APDP is approved before attempting to create a process — only approved plans can be used.
  • Set up all three evaluation criteria stages (preliminary, technical, financial) before inviting vendors to bid.
  • Assign process associates early — they need access to evaluate bids through all stages.
  • Use signed URLs (the lock icon in process list) to securely share evaluation and associate management links.
